Bellevue Building Inspectors Cite Mayor for Cheekbones Exceeding Development Height Restrictions
Bellevue Chamber of Commerce | April 1, 2026

BELLEVUE, WA — Bellevue building inspectors issued a formal notice of violation this week after determining that Mayor Mo Malakoutian's cheekbones exceed allowable height limits under the city's land use code.
According to the citation, the Mayor's "prominent bilateral facial elevations," were found to be "materially inconsistent with adopted height maps and surrounding context," triggering immediate review under Bellevue's design and development standards.
"We measured from grade, and then again from what we would describe as a 'naturally elevated baseline.' Either way, the projection was well above code. Frankly, we don't usually see this level of vertical expression without a conditional use permit." — City Building Inspector, speaking on background
Inspectors noted that while the cheekbones are "aesthetically compelling," they lack appropriate stepbacks, particularly along the upper facial plane. "There's just no transition," the inspector added. "It's a very abrupt rise ... From certain angles, it's almost a sheer wall condition."
City staff are reportedly exploring mitigation strategies, including the addition of "soft tissue buffering," or "graduated contouring," to better align with neighborhood character. However, early public feedback has been overwhelmingly supportive of maintaining the existing profile.
In response, the Bellevue City Council is considering an emergency Interim Ordinance Control (IOC) that would temporarily exempt the Mayor's cheekbones from height restrictions until the broader Mo Livability 2 package is scheduled to come before Council next fall.
"This is clearly an edge case," said one councilmember.
The issue has also drawn increased public attention following the Mayor's recent appearance at the Sound Transit Cross Lake Connector ribbon cutting, where his remarks — widely described as "unexpectedly delightful" — earned him a wave of new admirers, including KING 5 reporter Alex McLoon.
For now, inspectors confirm the violation remains open but non-urgent.
"We're taking a measured approach. Enforcement in cases like this is always a balance between strict compliance and acknowledging when something is, from a design perspective, working extremely well." — City Building Inspector
Happy April Fools' Day from the Bellevue Chamber of Commerce. This story is satirical. Any resemblance to actual policy decisions is purely coincidental — though not entirely implausible.
